The 200 MW thermal power plant near the port of Sonbong (formerly Unggi) was built from 1968 with Soviet support under the Soviet–Korean economic and technical cooperation agreement of March 1967 and completed in December 1977. It burned fuel oil from the neighbouring refinery, likewise built with Soviet assistance; in the 2010s it was being converted to coal.
