Soviet troops took Port Arthur on 22 August 1945; under the Sino-Soviet treaty concluded that month the base was used jointly. Under the agreement of 12 October 1954 the Soviet units were withdrawn and the installations transferred to the PRC free of charge; the handover was completed in May 1955.
