The steel works, which originated in the first half of the 20th century, was reconstructed and expanded in the 1950s with Soviet technical assistance as one of the '156 projects'. In May 1951 China and the USSR agreed on Soviet design of the works' plants, and the 'Three Major Projects' were begun: a seamless tube plant, a heavy rolling mill and blast furnace No. 7. According to an NBER study, Soviet-designed blast furnaces were installed in the 1950s in Anshan, Wuhan and Baotou.
