From 1979 the USSR leased the Cam Ranh Bay base from Vietnam rent-free under a 25-year agreement; the first Soviet ships arrived in March 1979. In October 2001 Russia announced an early withdrawal, and on 2 May 2002 the facility reverted to Vietnamese control.
