The complex at 2650 Wisconsin Avenue stands on Mount Alto; the site was granted to the USSR on a rent-free 85-year lease under the exchange-of-sites agreement of 16 May 1969. It was designed by architect Mikhail Posokhin with the American architect John Carl Warnecke assisting. The first phase (residential building, school, kindergarten) was completed in 1979 and the second (administrative building, consulate, reception building) in 1985; the ceremonial building was inaugurated in 1994.
