The Viktorshöhe estate in Bonn's Schweinheim district grew around Villa Wendelstadt, built in 1908–1910 to a design by Johannes Radke; in 1949–1950 it was the residence of the first Federal President. In 1975 the USSR bought the property from the federal government, and the Soviet embassy moved there from Rolandseck. A new building complex was under construction from April 1984 and completed in 1989–1990; the representative building was inaugurated in June 1989. After the Russian embassy moved to Berlin in 1999 the site housed the Russian Consulate General.
