The consulate of the Russian Empire in the Ili region was established under the 1851 Treaty of Kulja and originally stood near the town of Huiyuan; after the 1881 Treaty of Saint Petersburg it was reopened in Kulja (Ningyuan, now Yining). From the 1920s the compound housed the Soviet consulate, which closed in 1962. Four buildings dating from 1881 and a water tower survive on the grounds of the present Yili Hotel; the compound is a protected monument.
