The training centre in Boumerdès was created in 1964 as the African Centre for Hydrocarbons and Textiles. According to the Great Soviet Encyclopedia, the institute of oil and gas in Boumerdès was organised with Soviet assistance and, together with a technical college, handed over as a gift to the people of Algeria. In 1973 the centre became the National Institute of Hydrocarbons and Chemistry, and in 1998 it became part of M'Hamed Bougara University.

Учебный центр в Бумердесе создан в 1964 году как Африканский центр углеводородов и текстиля. По Большой советской энциклопедии, институт нефти и газа в Бумердесе организован при помощи СССР и вместе с техникумом передан в дар народу Алжира. В 1973 году центр преобразован в Национальный институт углеводородов и химии, а в 1998 году вошёл в состав Университета имени Мхамеда Бугары.
