Three independent Russian-language sources consistently state the total construction cost was 20 million rubles (Soviet post-1961 rubles). Official documents submitted to Moscow reported only 4.5 million rubles (disguised as a cinema project to avoid mandatory Moscow approval for projects over 3 million rubles), but the actual total expenditure was 20 million rubles by completion in 1970.
