The Protection parish of the Russian Orthodox Church Outside Russia opened in Ottawa on 21 October 1965; before the church was built the community used a house on Arthur Street and, from 1970, a former Protestant church on Richmond Road. In 1986 a site on Stonehurst Avenue was acquired, where a memorial church designed by Ottawa architect George M. Moiseyev and the St. Vladimir seniors' residence were built for the millennium of the Baptism of Rus'. The church was built in 1988 and consecrated on 6 August 1989 by Metropolitan Vitaly (Ustinov).
